Saigon River : la Ville et le Fleuve (2015-2017)

Impacts environnementaux, inondations et contaminations dans une trajectoire historique

S’appuyant sur le Centre Asiatique de Recherche sur l’Eau (carerescif.hcmut.edu.vn), le projet est structuré autour de trois sous programmes :

 

  • WP1 : Evolution de l'hydro-système de la rivière Sai-Gon en lien avec le développement de la mégalopole d'Ho Chi Minh-Ville.

Ce volet s'inscrit en continuité avec l'organisation de l'exposition « Serpenter dans la ville » présentée lors de l'année France-Vietnam, dont l'un des thèmes « la ville et l'eau » mettait l'accent sur les enjeux contemporains de l'aménagement urbain liés à l'omniprésence de l'eau (www.paddi-expositions.org). L'originalité reposera sur la complémentarité entre deux approches : d'une part, la reconstitution historique par l'Institut d'Asie Orientale (IAO) de l'expansion urbaine de HCMV (phases de développement, aménagement des canaux et digitalisation de leur emplacement) en s'appuyant sur l'étude des archives historiques, d'autre part, le carottage de sédiments par l'IRSTEA, associé à des analyses géochimiques des coupes stratigraphiques conduisant à la caractérisation et la datation des dépôts. L'ensemble sera matérialisé sur un WebSIG.

  • WP2 : Diagnostic actuel en terme de contamination.

L'approche pluridisciplinaire entre hydrologues, écotoxicologues, géochimistes et hydro-sédimentologues permettra d'avoir une vision complémentaire, originale et approfondie des interactions entre qualité du milieu aquatique (concentration et spéciation des contaminants métalliques et des apports organiques et nutritifs) et propriétés des particules en suspension (tailles dispersées et niveaux d'agrégation) et impacts sur l'écosystème aquatique de la réserve de Can Gio.

  • WP3 : Vulnérabilité aux inondations.

Mise en place d'une stratégie long terme d'adaptation d'un modèle hydraulique à la géométrie complexe de la zone de HCMV avec, en support, l'assimilation des conditions de forçages déduites des mesures hydrométriques et sédimentaires du WP2. Cette opération se fera dans le cadre d'un partenariat entre le PADDI, la Société Hydratec et l'Université HCM-UT: transfert de méthodes, savoir-faire et outils de modélisation nécessaires en matière de gestion des infrastructures et équipements liés aux services de l'eau, et de la lutte contre les inondations avec le concours d'un chercheur post doc en « accueil pro ».

Un rôle central sera assuré pour ces trois sous programmes par le PADDI, notamment sur les points suivants :

  • Renforcement des capacités, notamment des cadres des services techniques vietnamiens via les ateliers de formation (short courses)
  • Appui à la diffusion scientifique : étude, rédaction et publication (en français et vietnamien)
  • Plateforme d'échanges entre les sphères scientifiques et gestionnaires

The Saigon River Project: the City and the River

Environmental impacts, floods, and contaminations in historical perspective

(Executive summary)

 

The Saigon River Project investigates the link between city and river using the case of Ho Chi Minh City (HCMC) and the Sai Gon river.

Research objectives:

- Understanding hydrology and water issues: flooding and contamination (IRSTEA / IRD / INP Grenoble)

- Understanding major historical trends in the evolutions of the city: urban planning, canal networks, industrial history, public health, demography (IAO)

- Data visualization to be implemented on a GIS platform (IAO)

This joint project includes

In social sciences: Institut d’Asie Orientale (IAO, Institute of East Asian Studies; ENS de Lyon);

In hydrology and water studies: Institut national de recherche en sciences et technologies pour l'environnement et l'agriculture (IRSTEA, National Research Institute of Science and Technology for Environment and Agriculture), Institut de Recherche pour le Développement (IRD, Institute for Development Research), Institut polytechnique de Grenoble (INP Grenoble, Grenoble Institute of Technology).

 

Work Package 1: Evolution of the hydro-system of the Sai Gon River in connection with the development of Ho Chi Minh City.

The uniqueness of the project lies in the complementarity between two approaches:

- Historical reenactment of the urban expansion of HCMC (development phases, development of the channels and digitalization of their location). This work is based on the study of historical archives (IAO).

- Characterization and dating of deposits after obtaining core sediments and doing geochemical analysis of stratigraphic sections (IRSTEA). All data can be visualized on a WebGIS.

 

Work Package 2: Current contamination diagnostic.

This WP examines the environmental interactions between HCMC and the Sai Gon river in the three last decades.

Using a multidisciplinary approach, hydrologists, toxicologists, geochemists and hydro-sedimentologists adopt an innovative and comprehensive analysis of the interactions between aquatic habitat quality (concentration of metallic contaminants and organic and nutrient inputs), suspended particle properties (dispersed sizes and levels of aggregation), and impacts on the aquatic ecosystem in the Can Gio protected area.

 

Work Package 3: Flood vulnerability.

This part of the project aims to build up a long-term strategy for customizing a hydraulic model for the complex geometry of the HCMC area. This model will run under specific forcing conditions derived from hydrometric and sediment measurements in WP2.

Partners in this WP include PADDI, Hydratec, a French water engineering company, and the Ho Chi Minh University of Technology for the transfer of methods, skills, and modeling tools, for infrastructure management, and for finding solutions against flooding.

 

The PADDI will provide a structural role for these three WP, including the following:

  • Capacity building, especially for Vietnamese technical services leaders through short courses
  • Support for the scientific distribution, during research, writing and publishing (in French and Vietnamese)
  • Exchange plateform between scientists and operating managers
