Initially based on a model inherited from North Vietnam the current administration of Ho Chi Minh City constitutes nowadays a complex jumble subdued to numerous authorities that are sometimes antagonistic and more or less directly pledged to the central political power.
The relations, widely unclear to foreign observers, are not any longer the main concern of a deeply changing population which real stakes are from now on economic. However, the administration wants and will try to maintain its hold over a system that will ensure it an extensive control of the country production system.
